If you are buying off-plan in Dubai, the most important protection you have is not the brochure, the show apartment or the payment plan. It is the escrow account. Under Dubai law, money that buyers pay towards an off-plan project must go into a dedicated account for that project, and the developer can only draw it down as construction progresses.
This guide explains how the escrow account Dubai off-plan system works, what it protects, what it does not, and how to check a project before you transfer a single dirham.
Dubai’s escrow regime is set by Law No. 8 of 2007 concerning escrow accounts for real estate development. It requires developers selling units off-plan to open an escrow account for each project with an approved bank, and to deposit buyers’ payments into that account. The Real Estate Regulatory Agency (RERA), part of the Dubai Land Department, oversees the system.
In practice this means three things for buyers:

Escrow reduces the risk that your money disappears into another venture. It also gives the regulator visibility over how funds are used. If a project is cancelled, DLD and RERA have procedures to deal with the funds and the buyers.
What escrow does not do is guarantee the delivery date, the finishing quality or the resale value. Delays still happen, and your sale agreement decides what compensation, if any, applies. Read our guide on the full cost of buying property in Dubai for the fees that sit on top of the purchase price.
