RERA Forms A, B, F and I Explained for Dubai Property Deals

Buyer and seller agreeing a Dubai property deal

Resale property deals in Dubai follow a standard set of contracts issued by RERA. They make the process predictable for buyers, sellers and brokers, and they set out who is responsible for what. Here is what each form does.

Form A: seller and agent

Form A is the listing agreement between the seller and the brokerage. It authorises the agent to market the property and records the asking price, commission and whether the listing is exclusive. A property should not be advertised by a broker without it.

Form B: buyer and agent

Form B is the agreement between the buyer and their brokerage. It sets out the type of property the buyer is looking for, the budget and the commission the buyer will pay.

Form F: the MOU

Form F is the memorandum of understanding between buyer and seller, and the most important of the four. It records:

  • The agreed price
  • The deposit amount and who holds it
  • The transfer date
  • Who pays which fees
  • Conditions such as mortgage approval
  • Penalties if either side withdraws

Once both parties sign, the deal is binding on those terms.

Signing a RERA Form F memorandum of understanding

Form I: agent and agent

When the buyer and seller are represented by different brokerages, Form I records how the agents split the commission. It protects the agents rather than the parties.

How the deposit works

The buyer usually gives a security deposit cheque, commonly 10% of the price, held by the seller’s broker until transfer day. If the buyer withdraws without a valid reason under the MOU, the seller can usually keep the deposit; if the seller withdraws, they usually have to return it and pay a penalty. The exact terms are whatever Form F says, so read it carefully.

What to check before signing Form F

  • The seller is the verified owner. See our guide to verifying a title deed.
  • The transfer date is realistic, especially if you need a mortgage.
  • Mortgage conditions are written in if your purchase depends on finance.
  • Fees are clearly allocated, including DLD fees, trustee fees and the developer NOC.
  • Handover condition, including furniture and whether there is a tenant.
